New FHA limits increased again for 2009 in El Paso County

FHA has new loan limits

One of our favorite guest writers, Harry Venick sent me an email yesterday stating that the FHA has increased the loan limits for El Paso County!harry-on-angle

 According to Harry, “FHA loan limits have been increased for 2009 again:  El Paso County $ 325,000(1unit ),  $ 416,050 (2units), $502,900 (3units), and $ 625,000 (4units).”

I have several buyers who are looking at buying Bank Owned Properties in Colorado Springs, and yesterday I went and previewed some of them in the higher-end luxury foreclosure market

I don’t think the pictures will do justice to what I saw; but there were some interesting properties.  My favorite was a entryway-to-property-in-broadmoor-587property in a wonderful section of town back behind the Broadmoor Hotel.  The home is located on an amazing lot, with great views of the city, an abundance of local wildlife, but …………………… property definitely needs some help.

The outside wasn’t bad; had some shake shingles that need updating, and new windows that were put in but  the installation wasn’t finished.  Stucco on the outside would make it look much better.   Fantastic decks all over the place; and a wonderful unique floor plan with around 5000 square feet, with 4000 finished.  It’s definitely a diamond in the rough.

Comparable properties that are updated and in good shape in the same Broadmoor Heights neighborhood in Colorado Springs are listed for around $650,000; this one is listed under $400,000, and it sold back in 1998 for $950,000.   I’m not a contractor; but I would guess that for $150,000 to $200,000 you could make this into an amazing property; then a new owner would have $150,000 in built-in equity.   And for 5 bedrooms, 5 baths, 4 fireplaces on .8 of an acre, with expansive windows; it’s definitely a diamond in the rough.  The property has been foreclosed on at least twice, maybe it’s just waiting for the right owner to see it’s potential?

After WWII, the Air Force decided that they needed their own military school.  A board was formed in 1950 that recommended the Air Force Academy be established without delay and air-force-academy-chapelalso proposed that no less than 40% of their officers be academy graduates

But where to put it?  Many cities and towns were lobbying for it, as it would bring an economic boom to whomever finally was able to call it their own.  Colorado Springs really wanted it.  After the war, with the soldiers all leaving Ft. Tax credit Part II

Part II of Tax Stimulus Explanation
 Is it a tax credit?

Part I of the article explained they called it a “tax credit” because you get the tax credit money upfront, but it really was an “interest-free” loan which is paid back for the next 15 years or upon the sale of the home (within 3 years of purchase). The “payback” is based upon the balance owed and not the entire tax credit received.

The next set of rules applies if a home is purchased between January 1 and December 1, 2009. It is a true tax credit and does not have to be repaid.   However, if the home is sold within 3 years of the purchase date, the entire tax credit has to be paid back.

How the Dollar Amount of Tax Credit is Figured

Simply calculation here: 10% of the home’s purchase price or a maximum of $8000. A tax credit can be claimed regardless if they obtain a mortgage, a tax-revenue mortgage or the buyer paid cash when purchasing the home.

Potpourri

For home buyers who do not want to wait until the end of the year to claim their tax credit, they should consider filing a W-4 form with their employer, decreasing the amount withheld for federal taxes. They may not get a check at the end of the year, but it will increase the dollar amount of their paycheck.

Another option for FTHB’s is to borrower the dollar amount of the expected tax credit from a relative (usually a parent) and pay it back when the tax credit is received. It could be used towards down payment and closing costs and FHA and VA will allow it. Be sure to check with the lender and the documentation required.

This is more complicated than it seems on the surface. Always, always, always, refer to your tax advisor!

According to the info on the site, it was created as a Web development “hobby” project using Census 2000 data obtained from the Census House with rock wall on cascade south of fine arts 15 PERCENTwebsite.

You start with putting in your zip code on the upper right side of the page.   After you click “get it“, it comes up with a web page with 7 different tabs, all in different colors so it is easy to distinguish between them.

One of the tabs include charts (for those us that like pictures), another includes info on schools, and yet another includes basic information on the zip code.   If you want a a map of the zip code area, no problem. 

One of the best tools is the zip code comparison tab.   If you are trying to decide between two neighborhoods, one in Southwest Colorado Springs (80906) and one in Northwest Colorado Springs (80919);   you can look at the population density, household income, occupation comparison between both areas.

There is also another web site, zipwho.com.  It seems to give the same info as ZIPskinny, just presents it in a different format.

There are other scenarios to consider! This one is easy; anyone who has not owned a home within the last 3 years. If they sold a home 3 years ago, the date on the HUD 1 is the determining factor.

  • For a married couple, if one person owned a home within the last 3 years and the other did not, they don’t qualify for the tax credit.

Charles Tutt, one of Colorado Springs Pioneers

I came across an article that stated the original Marion House Soup Kitchen located at 14 W. Bijou, once belonged to Charles and Josephine Tutt.  The home was a three story victorian built about 1890.  The Tutt’s and their heirs were pioneers here in Colorado Springs and I’ve often tutt-and-penroseheard how important they were, but who exactly was Charles Tutt Senior, friend and business partner to Spencer Penrose?

Charles Leaming Tutt was born in Philadelphia and was a school friend of Spencer Penrose.  His father died when he was twelve and he had to leave school to earn a living.  He was always on the sickly side and therefore, decided to locate to Colorado Springs in 1884.  He actually had a ranch in Black Forest until he met and married Josephine Thayer in 1887.  She refused to live in the country, so Charles sold his ranch and moved into Colorado Springs and started a real estate and insurance business and occasionally trying to get rich in the gold mines.  His offices were located at 14 E. Pikes Peak, which is now unimproved land.  Apparently, at some point  there was a building there which is now gone.

Trees make a neighborhood special

 The City of Colorado Springs has a New Home Tree Certificate Program is a wonderful program where you can get a $100.00 tree certificate.

 Here’s some of the facts about the Tree Certificate Program

  • The certificate can only be used at a participating nurseries.
  • Tree selection must be one that is “suitable” as a street tree.   Some of the suitable trees are Black Ash, Blue Ash, HedgeMaple, and Chestnut oak.    There is also  info on the web site that includes ornamental and maintenance characteristics of each type of tree as well as a comprehensive list of drought resistant trees to plant in the area. 
  • The tree must be planted along the street frontage (i.e. parkway/right-of-way area).

    Foreclosure Assistance, help is available

      I have published this article before, but I came across MANY new resources that I wanted to add

    f you are interested in a short sale, It’s important to  utilize a Colorado Springs Real Estate Agent that specializes in Pre-foreclosures, Foreclosures, and Short Sales; and has a successful and ethical track record.  Call Kathy Torline – Nordstrom, 719-287-1049.  

    When many Colorado Springs home owners are in financial trouble and not making their house payments, they go into denial.  They are embarrassed, and they hope that the situation will go away.   The problems usually won’t solve themselves.   The fact is that the sooner a home owner faces up to the situation the better.  There are options out there!

    One of the first steps I do is to refer Colorado Springs home owners to some of the local and national hot-lines that are now available to help home owners.  I want to make sure they are as educated as possible about their options before they decide to list their home as a short-sale.   I also encourage them to talk to a lawyer and/or a tax accountant.   A short sale may not be the right step for them;  I want them to understand all of their options and pick the one that’s best for their situation.

    Economic Stimulus Plan will help the Colorado Springs housing market

    Many potential Colorado Springs home buyers are on the sidelines; waiting to see what happens with the economy.   The stimulus plan certainly provides a good incentive for first time home buyers in Colorado.  Add that to lower prices and low interest rates, it all equates to a great time to buy.

    Also, According to an article in the Denver Post , “President Obama will come to Denver to sign the landmark economic-stimulus bill.  The bill-signing, an unusual event outside of Washington, will be Tuesday at the Denver Museum of Nature & Science in City Park. The president also will give a speech about the economy. ”

    To summarize, here are the key points of the Stimulus Plan:

    • The first time home buyer tax credit is now $8000.    It is a true credit.   A  first time home buyer is classified as “may not have owned a principal residence in 3 years previous to purchase”.
    • It eliminates the repayment requirement of earlier legislation in of the tax credit passed last summer.
    • When you sell the house with less than 3 years of ownership, you will have to repay the credit.
    • The bill has over $50 billion in it for foreclosure mitigation.
    • The full credit is available to those making $ 75,000 or less ($150,000 for joint filers).
